III. Project Description
As a new-generation battery with good performance, the lithium ion battery has distinctive advantages and a promising market. According to the composition of lithium ion battery, the anodal material is an important factor for the performance and price of lithium ion batteries. At present, LiCoO3 has become the only anodal material used for commercialized lithium ion batteries in the world, featuring high capacity and stable performance. It is proposed to build a LiCoO3 production line in Jingwei Industrial Park of Xi’an Economic and Technological Development Zone, with annual output of 1,000 tons, including related R&D base, public works, auxiliary works, etc.
IV. Total Investment and Cooperation Form
Total investment of the Project is RMB 107.15 million Yuan, and the early available funds are RMB 21 million Yuan (enterprises’ self-raising). However, it still needs RMB 86.15 million Yuan to complete the Project, including RMB 18 million Yuan from enterprises’ self-raising, RMB 8 million Yuan from national allocation, and RMB 60.15 million Yuan from financing. In addition, RMB 30 million Yuan is for the first stage and RMB 30.15 million Yuan for the second stage.

V. Anticipation of Market and Analysis of Investment Return
In the light of the production capacity of 1,000 tons/year and the sales price of RMB 230,000 Yuan/ton, the annual average output value will be RMB 210 million Yuan, the annual average income tax RMB 8.31 million Yuan, the annual average after-tax profits RMB 24.24 million Yuan, the profit margin (after tax) 30.37%, the internal rate of return (after tax) 23.17%, and the payback period of investment (after tax) 4.42 years.
